EU project ACCORD and the transformation pathway towards digital building permits
Description
The Horizon Europe ACCORD project (2022-2025) focuses on automating the building permit and compliance processes using Building Information Modelling (BIM) and other data sources. The project has developed a Semantic Framework that will be demonstrated in five real-life construction projects across Europe: Germany, Finland, Estonia, the UK, and Spain. The framework includes semantic interoperability, a rule formalisation tool, and integrated micro-services for building permit and compliance checking. This is expected to make the building permit process less error-prone, more predictable, and more objective, supporting the design of climate-neutral buildings and advancing a sustainable built environment in line with the EU Green Deal and the new European Bauhaus initiative. The project has mapped a transformation pathway with key developmental actions achieving the next maturity level for digital building permit processes with automated code-compliance checking from the stakeholders’ perspective: policymakers, building permit applicants, technological service providers and municipalities.
